Due to the fact that there are so many different methods and ways of turning, a wide variety of tool holders is required.
External turning tool holders are designed specifically for rigidity. External tool holders are usually held perpendicular to the axis of rotation.
Boring bars however are held in parallel to the axis of rotations. Boring bars need to be designed with a relatively small shank as they are used into the actual workpiece itself.
